Environmental Assessment Process
The Holland Avenue to Bayswater Avenue Transportation Environmental Study Report Addendum is following the approved environmental planning process for Group ‘B’ undertakings under the Ministry of Transportation’s Class Environmental Assessment (Class EA) for Provincial Transportation Facilities (2000), with the opportunity for public input throughout the project.
Two online Public Information Centres (PICs) will be held on the project website to present findings and provide an opportunity to review and comment on the proposed changes to the 2016 Recommended Plan, proposed construction staging areas, potential effects, and proposed mitigation. Notices will be published in local newspapers to advertise the date PIC materials will be posted on the project website. As the project progresses, meetings will be held with a Municipal Technical Advisory Committee, and interest groups to discuss and resolve site specific issues. Upon completion, a Transportation Environmental Study Report (TESR) Addendum will be prepared and filed for a 30-day comment period in accordance with the Class EA requirements. At that time, a Notice of Addendum will be published in local newspapers and posted on this website to explain the review process and identify locations where the TESR Addendum can be reviewed. |
The TESR Addendum will document:
Within the 30-day comment period, if there are concerns relating to constitutionally protected, Aboriginal and treaty rights that cannot be resolved through discussions with MTO, then stakeholders, agencies, Indigenous Communities or members of the public may request the Minister of the Environment, Conservation and Parks to issue a Section 16 Order (previously known as a Part II Order). The Section 16 Order may require the proponent (MTO) to undertake additional steps prior to the completion of the project. For more details about the Section 16 Order, please visit this page.
- Study objectives;
- Project-specific earlier and related work;
- Proposed design modifications to the Preliminary Recommended Plan documented in the 2016 TESR, including the development of additional alternatives and the evaluation process followed during the TESR Addendum;
- A description of the Recommended Plan including highway and structural design, proposed construction and traffic staging, and Context Sensitive Design implementation (i.e. landscaping, illumination, and structural design elements, as applicable);
- A description of the associated environmental protection/mitigation measures;
- A Summary of Environmental Concerns and Commitments Table;
- Identification of all project approvals, licenses and permits which must be obtained; and
- Further commitments to be addressed during Detail Design.
