Holland Avenue to Bayswater Avenue Transportation Environmental Study Report AddendumIn 2016, the Ministry of Transportation (MTO) completed a Preliminary Design and Class Environmental Assessment (Class EA) study for the rehabilitation / replacement of 23 bridges at 12 locations along Highway 417 (Ottawa Queensway) from Holland Avenue and O’Connor Street in the City of Ottawa (G.W.P. 4075-11-00).
As part of the study, both rehabilitation and replacement alternatives were evaluated at each of the bridge locations and a Recommended Plan was determined for each site. The study was documented in a Transportation Environmental Study Report (TESR) which received environmental clearance in April 2016. The Holland Avenue, Parkdale Avenue, Fairmont Avenue, and Bayswater Avenue bridges were recommended to undergo rapid rehabilitation due to the absence of suitable staging areas within the vicinity of the bridges that would be able to support rapid replacement activities. Since the completion of the 2016 Preliminary Design study, technical concerns have been raised with the recommended rapid rehabilitation approach to address deteriorating bridge conditions. As such, the bridges are now being reviewed and re-considered for replacement. MTO has initiated an Addendum to the 2016 Preliminary Design study, known as the Holland Avenue to Bayswater Avenue TESR Addendum study. The purpose of the Addendum is to review bridge replacement alternatives, including identification of construction staging areas in support of bridge replacement techniques, for the replacement of the Holland Avenue, Parkdale Avenue, Fairmont Avenue and Bayswater Avenue bridges and to obtain approval in accordance with the MTO Class EA process for the change to the 2016 Preliminary Design Recommended Plan. This project is following the approved environmental planning process for Group ‘B’ undertakings under the Class Environmental Assessment (Class EA) for Provincial Transportation Facilities (2000), with the opportunity for public input throughout the project.
